They have been changing Coppa Italia format year after year and I'm wondering when they will finally change it to something similar to FA Cup to make it more interesting.

The way they run it is what removes most peoples' interest from it. The big teams enter far too late, unlike in England. The FA Cup is the best domestic cup competition in the world simply because of its tendency to surprise. By the time the big guns enter most of the minnows are out.
The last 16 should look like this...

*Confirmed due to Chievo 2-0 Frosinone; Novara 2-0 Siena; yesterday.
So realistically two of the "top" eight teams will play minnows and at that ratio will probably win, whereas in rounds three and four of the FA Cup there will probably be six of the "top" eight playing minnows, some away on a freezing cold, hard, crappy January third/fourth level pitch, and at least one, if not more, will get caught cold.
I'm not a fan of English football in any way, shape or form but I can see why the FA Cup has more of an appeal.
I once read that in Italy its all to do with the fact that Inter/Juventus/Milan/Roma/Lazio going out to a minnow would be "fare una brutta figura" (make a bad impression) so as much as possible is done to avoid it.
All makes it a little contrived and also the chance of having a relatively small side in the final is almost zero whereas in England it happens reasonably regularly, although money has even started to ruin the competition there with one of Liverpool/Arsenal/Chelsea/Manchester United almost always winning it every year.
As I said I'm no fan of English football, in fact I'm quite antagonistic towards it for reasons I'll only explain if somebody is interested enough to ask, but its quite clear why the FA Cup interests more people.
