Do we tell Belotti to pack his bags and to become Rom's subsitute here before or after we have won in Turin?

I have mentioned it before but if Torino get relegated and we're still broke in the summer the Torino player i would like Inter to sign is Bremer. He's a promising cb who has been Torino best defender this season and he can play on both sides in a back 3 formation. Exactly what we need in defence.
Belotti is only 27 years old, so I doubt that he would settle for a backup role in Inter. Not very long time ago, he was among the deadliest strikers in Europe while Torino was a better team, but however over the last few seasons everything has regressed there.
He has to move on. A player of his calibre shouldnt be wasting anymore time in Torino. But then again, if I was him, I would challenge myself in a bigger club with a lot of competition. It's not like he's unproven in this league. The guy has plenty of experience, plus him being a captain has made him grow a lot in term of leadership.
Eventually I would be pretty happy if we would acquire him. Let the trend of having top quality strikers continue...
Belotti is exactly the kind of signing we should go for, even moreso if Toro get relegayted.
While I have my own issues with "modern football", the sad reality is that you need to hoard talent and stack your squad to be able to consistently win on multiple fronts.
Look at a team like Man City and how they have the luxury to rotate and combine high level players likes Mahrez and Bernardo Silva, or Cancelo and Kyle Walker. Look at our own forward department from 15 years ago. Maybe not these days, but in years past we'd say that juve's second string XI would start for every other team in the league.
This is what teams like Sarri's Napoli lacked - quality rotation players. It's why Inzaghi's Lazio look to have peaked. Take off Luis Alberto and SMS for Akpa Akpro and Escalante and your team goes from an 8/10 to a solid 5/10.
If we win the league, Belotti (or someone like him) may be enticed to join the winning team. There's no shortage of players who would rather squeeze themselves into a winning unit rather than be a starter for a smaller team. Then again, there are plenty who prefer the opposite. It's totally possible he'd prefer to go to a Milan or Roma and be the main forward. Who knows.
As others have alluded to though, there's no point discussing any transfers until our ownership issues are resolved and our liquidity problems addressed. Only then will we have an understanding of our transfer resources for the coming windows (idea Gervinho).

If they go down, he's gonna get his big transfer for sure and it would make zero sense for him to go to a place where he by default would eat the bench. Milan for example would make a lot more sense.
