The reality is that the propaganda machine of PL doesn't need to go to work full time anymore.
BBC, Sky and all these guys don't need to say "the best league in the world" every 5 seconds now. It's already everywhere. But the media hypoe has gotten all of these guys who only watch this league because they are under the impression that it's the only league that matters. I'm talking about international fans here.
But I'm surprised you didn't realize how hated Liverpool is. Liverpool was hated without even winning anything, just for being there. People loved to make fun of Liverpool in the 90s because of a bunch of failed seasons and lack of European success. Then in the 2000s you know better than me how people were treating them and how they claimed that the only reason they were doing so well in Europe was because the league was too good but they could only focus on Europe only and being part of the PL master race, they were very successful. I swear, that was the rhetoric back then. Even Liverpool fans would keep saying that.
The truth about the PL is that there usually are 3-4 top teams that struggle every season in the 2010s and just 1 or 2 teams are in the title race. So the league battle is always shit except for last season where it was genuinely exciting for neutrals as both teams refused on let a single point go for months. No one questioned league quality then because 1) Man City was going to win and 2) it added to the marketing of the league that there was this great championship battle.
What would the difference in quality actually be had Man City followed their form from the final 3 months into this season? You'd still have the great title race but everyone else would still just lose to these two teams. Now they're losing to only one of them. Not a real difference in terms of quality, but as Moratti said "when Inter wins, it upsets people". Liverpool is not far off from that sentiment in England. The story was quite similar until the mid 2000s where we failed to win the league over and over again for whatever reason.
Also remember that Liverpool is not just a football club, there's also the city. There's a regional rivalry and all that and you know how the rest of England feels about Scousers. I mean more than half the jokes regarding English cities I've heard about Scotland leaving the UK are like "can you take Liverpool with you?". There are too many shitty towns to say that about, it's just that the English people don't like Liverpool people that much. And they find them arrogant and all that, which adds fuel to this when Liverpool claims to be the best etc.

And also remember that Liverpool used to be respected city, the city that brought us the Beatles and the whole country (and world) could enjoy and be proud of. But then Liverpool FC took over and people didn't really like that as they had their own teams. And then you have a bunch of political reasons that Liverpool gets hated on which is a different story but part of the whole package.
P.S: A friend lives in Liverpool since 2001. He came here for a work seminar with a Welsh colleague who also lives there. We had a similar discussion about how everyone "hates scousers". The Welsh guy agreed but at the same time he pretty much said that as a guy who dislikes the English (being a proud Welshman) he can relate with Liverpool and likes its people as annoying cunts as they can be. That was pretty much the wording he used, something between being funny and serious.
