Becouse Inter and Bremer agreed on personal terms, and if he wants to go to Inter it's better for Torino to sell him for 30M now than next year for 15M

Auctions only work if the player is willing to consider other options. With the clause torino needs to sell this window.why would Torino accept Inter's low-counter part if they can attract a bidding war from all overseas club to get Bremer?
