It's hard to define, that's the problem. Someone like Davies who was born in a Ghana refugee camp should obviously not be playing for Ghana, or even Liberia. Luiz Felipe being unable to make the Brazilian squad and deciding to switch to Italy is more clearly something different. But how do you tangibly make a policy for this? Different standards for new world countries due to the colonial background and the jus soli system but even there you won't find the teams meeting the obvious etymological requirement.

I also struggle to care about this because it's beneficial for some countries. Kondogbia was born in France, but him choosing to play for the Central African Republic is great for an otherwise ignored country. The benefit is worth the "cost."
