You can’t mediate with that kind of people, they are right wing fanatics and/or associated with organised crimes, those completely out of normal pedagogical reach, you can use all the different type of Democratic approaches and reasoning you like, but it will likely fail on you.Yeah, guilt by association.
I think Italy's support culture is second to none among the big leagues, thus it should be "used", to take advantage of it. So don't hurt it by punishing if there are some shenanigans with the tickets, that's club's business what they do with them IMO.
Criminals are criminals, if they commit crimes like murders or drug trafficking, throw them to jail. But that's another matter, not connected to ultras doing their thing or business in the stadium.
Look at Juve and their matches. They don't have ultras there and it's just shit. You need to find a middle ground here, mediate it. Find a solution which is acceptable to both and FIGC should stay the fuck out of it. They can't handle their role so only thing they can do is give bans or fines, which do not solve anything in the end.
