Inter's offer was on the table in the January break when Zhang came to sign it off and wanted to talk to his representatives. It's been postponed until this week (probably already happened).
Brozovic in the meantime had agreed this 4 weeks earlier. It's definitely Inter's fault.

It's not Brozovic's fault that he's entertaining offers now that he's allowed to.

It's next level incompetence and bureaucracy piled up together.
