Being 24 means it's not too late for him. I'm unsure how you came to that conclusion.

How are you able to tell? If he got 20, 30, or 40% better, would it be visually identifiable? That's still not enough to knock Kroos/Modric as starters.

It's far from too late for Kovacic, even Luka Modric wasn't a world beater at his age. Kovacic needs to leave Real Madrid to reach his maximum potential and get to the next level, he's actually really close to being a world class midfielder. It's so noticable to see how much he's matured and improved since his time at inter. He looks like a different player. We should be the ones who notice this the most because of how much we've seen him during his time at inter.

He has actually has had a decent amount of playing time during his time at madrid, and he has had experience in big games like El Classico. I'm sure he's also learned a lot training and playing along side Modric and Kroos. The most important thing is the confidence he seems to have gained from playing along side top superstars like Ronaldo and the aforementioned players. Of course it isn't enough playing time if he wants to reach his peak. He needs to move and now is the best time to move. At 24, he still has his best years ahead of him and it's amazing that he has won so much and achieved so much at such a young age. 3 Champions leagues, and now he's in the semi final of a world cup. The next step is to be a protagonist in winning titles and not just a passenger. I expect him to realise his potential and be one of the best midfielders of his generation.

We can't have both Kovacic and Brozovic while we don't have money to reinforce DM. Kova is good enough for us, even before he went to RM. But it's not easy to get Kova. And would it be good for the team spirit if we replace Brozo (who did well in the 2nd half of last season) with Kova? I'm not really sure.

Even Croatia doesn't play Kovacic ahead of Brozo why should we ?
Unfortunately he has no place in our starting line up with the way we play now. Actually not really sure what play system fits him as all he does is take the ball , lower the head , run like a headless chicken and in 90% of the cases pass backwards.

He was and still is someone with potential nothing more.

The problem with Kovacic is his price tag. We cannot afford 40m+ player for rotation. And Kova clearly cannot beat EpicBroz as starter at this moment.
