This is also what I believe. The over-inflated Casadei transfer fee was meant to cover for the 2 loans.Since FIFA banned loan deals for longer than a season i believe Inter and Chelsea had an gentlemen agreement for a two-year loan deal for Lukaku. They just couldn't make it formal because of regulations. I am struggling to believe any sane person would be willing to extend Lukaku loan at this stage of the season when he has barely played. Purely a speculation from my side but that's what i believe.
