It's a huge difference. Being in semis means something, being in quarter-finals means not so much. Generally if you are in semis, you have beaten at least one tough opponent.

When they say "Round of x", the 'X' means number of teams playing. So the first knockout stage is round of 16(before round of 32) because there is 16 teams playing.

With 1/x terminology, the X doesn't mean the number of teams, but the number of pairs playing. So 1/1 is the final, because there is only 1 pair playing left.

So 1/2 is the semi-final, 1/4 is the quarter final, and 1/8 is the first knockout stage where there is 16(8 pairs) playing.
