Does that mean he is really good on the ball? As somebody that played the game I can tell you that it is very hard to take the ball from a strong player when they start a run like that - Lukaku, Skriniar - but that's a run when you see an opening because of space and it's mostly just knocking the ball forward (sure, it works to a degree, but being good on the ball is also what you do with the ball at the end of your run). As a defender, all you can hope is that you get the ball at the right time otherwise you just bounce off the player.
Compared to Zanetti/Messi runs that worked in tight spaces as well, I can't really say Skriniars knocking the ball forward is anything special. That is why I say it's reliable, but it is also a thing that any selfrespecting football player should know how to do...which doesn't mean all do, ofc.
