Yes, Genoa are only capable to take football players on loan for now. Naturally the seller and the player consider Fiorentina a better destination, so Burdisso managed to hijack the deal.

New restrictions on loans moves are coming into force from July. Basically clubs can have a max of 8 senior (>21 years) players out of loan at any given time, and a max of 3 to any specific club.

I think its a good rule. This will stop some clubs trying to control or monopolise the market. Just a cursory look at wiki suggests that Juve have 22 players out on loan who are 22+ years old, while Inter have only 7. Juve will have to sell some kids.

Atalanta has an entire roster of over 21s out on loan. Like 30 of them.

Hopefully this stops PL teams from poaching young players from all over the world and it stops other clubs spending a shitload of money on players they don't need.

He isn’t linked to any big team with crazy money. So his options are limited

We also aren’t going to drop huge money on him that a huge salary. We’d go for him if he was a free agent but at the same time I think it was just be a way for him to squeeze Milan’s balls and get what he wants

Cash + Kulu is a possibility, but I suppose more for the summer. Kulu is talented and he will fit nicely in Italiano's system. But Juve will need to put at least 40m cash. I have no idea how Juventus finances are, but if they offload Ramsey, Dybala and maybe Artur, they will save a lot of money.
