Yes and no. This could possible mean that players like Agoume or Satriano don't get loaned out. Or maybe the players who are just below that level like Pirola. These players will play in the Youth teams and won't develop themself as they should/could. You could argue that teams will buy less players but I don't think football is a healthy business so I'm wondering if clubs like Chelsea will find a loophole. For example sell the player for 1 season for 3M and include a buy-back clause or something.I think its a good rule. This will stop some clubs trying to control or monopolise the market. Just a cursory look at wiki suggests that Juve have 22 players out on loan who are 22+ years old, while Inter have only 7. Juve will have to sell some kids.
