I think it is a bit tragic for him, like how David Seaman once said after humiliated by Ronaldinho, something like this, "you can be good for 89 minutes as a gk, but one mistake, everyone is going to remember that."
My point is it is kinda ridiculous and unfair to judge a player with that one mistake instead of evaluating the whole game performance.
Like every defender can look bad, if you just watch the goals they conceded.
Despite I think people are overreacting and not judging right; I still think he had some responsibility for the goal, but you cannot just fault him, there are some brilliancy of Watkins, and the keeper should be able to keep it out in that tight angle, also you have to give credit to SDV he tracked Watkins well, and tight marked him when he received the ball:

Either he keeps up the tight marking and don't allow him to turn at all (the shoot), but it is in the penalty box, and one mistake, he can dash off and be wide open with the ball (since you are so tight) or slip it to the space for another England player, or get a penalty; the teammates would need to help close down or take the space behind him and top of the box.
Or he can close the far-post and not dive for the shot, and leave the GK for the near post.

but given the GK position, I don't think that was the defensive game plan.
In short, I think the keeper is more responsible than he is, but I think it was mostly due to the fact that it was a nice shot from Watkins that went between his legs and landed on the bottom corner.
