This will become political for sure. Italy has strong relations with the Saudis, so them getting a prestigious Italian club is definitely going to gain the relevant approval from the government. The Saudis also tried to cooperate with the Chinese in certain deals, so maybe bailing Suning out could be part of some deal.

I'm pretty sure if this idea is still entertained by the Saudis that Paul Singer will try to offload Milan to them.
And if someone can circumvent the UEFA policy of not owning two clubs in continental cups, it's these guys.

Re Roma I'd assume there's probably some assumption of debt kn part of that deal. But I'm not too close to it.

Inter Owners Suning Are Looking To Restructure Their Debt In China, Italian Media Claim​

Inter’s owners are currently in the processing of restructuring the debt that they owe to the Chinese government, according to a report in the Italian media today.

As has been reported by Il Sole 24 Ore, the Chinese government as well as the major Chinese banks are working together to try and restructure the debt that Suning owes, which is thought to be around $2.6 billion.

The bank that would be the most involved in the process would be CITIC but there are also discussions around totally reorganising Suning as a company.

Inter are now Suning Sport’s most important asset so the Chinese government could ask them to sell the club in order to help finance their debts back in China.

This is why rumours of a takeover by the Saudi Arabian Public Investment Fund are still circulating, as Suning could be forced into a sale of the Nerazzurri in the near future.

The rules say that no one can have ownership of more than 1 club participating in UEFA tournaments.

For that reason, if they are really into investing in us, it will be either as a co-owner or a major shareholder owning less than 50% of shares. And actually that's how they wanted to invest in us originally.
