In the other derbies, there were several moments with Romagnoli on him but that was mostly because Lukaku was playing towards his side. Even in the Coppa game he was mostly marked by that Tomori kid after he was subbed in than Romagnoli.
On the other hand, Koulibaly was instructed to man mark him. Romagnoli wasn't. Kjaer was more responsible for Lukaku whenever both played, which is what you can spot from set pieces. Romagnoli plays on the left side for Milan and Kjaer on the right. Lukaku plays on the right side for us, so he's bound to meet Romagnoli several times in the derby, but there's no man marking there. Whenever Lukaku goes to the other side, he's in Kjaer territory.
