For me it's more about the management and coaching than the owner. Arsenal have actually spent a lot in recent years.

2021/22: 116m net spend
2020/21: 65m net spend
2019/20: 106m net spend
2018/19: 71m net spend

That's over 300m net spend in 4 seasons. It isn't a matter of money for Arsenal.

A good comparison is with Liverpool, another club that has American owners but they have been a lot more successful in recent years:

2019/20: -38m net spend
2018/19: 140m net spend

The ball could not go over the line cuz of his arm. This can be the reason to give a red for it
