Lukaku clearly shoved the defender. Whether the defender went aggressive for the ball and was losing his balance is not relevant. If this was in the middle of the pitch, the ref would have given a foul.

It as as minimal push as it could get. Football has physical contacts, as long as it is within footballing limits, there is nothing wrong with it. I doubt referee would give a foul for that even if it was in the middle of the pitch. Defender tried to cheat, he failed.
