Well if they were all mediocre just like you claim does that means that our roster or team is shit cause they were best players of that team? And we are talking about team that reached CL final and gave a hard time to City. I dont think so. I think that Tottenham is a crap team where you cant help them no matter how good you are. When a club buys a player they look also how other players panned out after they left Inter. It`s the same discussion we have about Atalanta and Sassuolo. The same standard apply to us.

It depends on the expectations though. Perisic had 12 assists in all competitions, and this is definitely not bad. But if they expected Pero to carry the team, he is a failure indeed.
I don't mind if he returns on the Gosens spot, if his salary is reasonable. He has fuel in his tank for 2 decent seasons at least.
