Probably they can, in last transfer windows they already spent big for some players (Costa, Vitolo, Rodri, Lemar...) and apparently Lucas Hernandez will leave for Bayern for 65m. At the same time they have a very steady rise in profitability and may make a deep run in CL again.I think its likely they would be able to afford an 80m bid. The question is whether they would want to?
