The guy """burst onto the scene""" in 2019/20 when Mourinho unexpectedly debuted him. Knowing Mourinho, this was Mourinho making a show to Levy that he needed a defender - not because Tanganga was actually any good.
Speaking of, he did OK at first, especially in comparison to Tottenham's shambolic defense. A shit team can make even mediocrity stand out and as we all know, any 20 year old shitter who puts in even a handful of decent games gets hyped up beyond belief - and the English are the worst culprits of this.
That's the only reason anyone even knows who this clown is, and I suspect our interest, somehow, STILL stems from his """promising""" debut season, and Conte's demented EPL player fetish.
The problem is (did I mention he's shit?) he's barely played any football since then, missing the equivalent of a year though injury, and even though he was fit last season, he still couldn't get any minutes.
TLDR - he's trash. The only reason anyone knows him is because he's English and plays at a "big" club. We'd be better off signing literally any CB from the bottom half of Serie A.

Except there is a budget, we just for one reason or another cant spend it. Hence, why some people think players like pavard were all of this time a smokescreen to divert pressure from media and fans.
We have money, can't spend it, we fake interest in popular names like pavard to show ambition and then slowly but surely revert to the cheapest option possible. That way we can say we tried, but under huge scrutiny and evaluation, we conveniently decide that this cheap fuck right here is a better option.
I know it sounds like a conspiracy theory, but I fully believe it until it's proven otherwise... We saw so much fuckery in our striker evaluation and subsequently our budget shrank by the week that I can't help but believe it.
