They still found him. It's not like he is in Chelsea since he was 15. They got him after few great seasons in Geng at the age of 19. Did well to send him on loan for 3 years too.

As wera said, they buy tons of young talented players for cheap, or relatively. And after few good loan spells, they either call them back, or sell them for huge money.
