Its a soft penalty coz there were no intention. But its not an incorrect decision. Technically the ref can give it a penalty if he feels that the handball robbed Inter of a goal chance. Which it does look like it did.

I would be pissed if such a penalty is given against Inter, but I wouldn't call it a wrong decision.
