I think Napoli were interested in Samardzic for a couple of years. I still feel Samardzic will end up having an underwhelming career compared to his talent. Not the easiest player to fit in as he's not exactly a midfielder (poor workrate) nor a second striker. We'll see how it goes.

Clubs can submit offers, negotiate and agree whenever they want.

It`s just that the contracts can be deposited at the federation once the transfer window is open. So contracts may only begin starting that date.
