I don't think Levy/Paratici will agree the obligation being that high. Or the condition needs to be very favourable for Spurs.

Yh but with the sale of De Ligt they can probably bring in 2 defenders like Bremer & Milenkovic and probably still have some cash left to invest. But at the same time they'll need to pay for Chiesa and Kean. So maybe De Ligt money will go there.

They will reduce their wage bill with their expiring contracts. But not sure how much of help will that be.

There is also the fact that Kulusevski doesn't see himself as a mezzala or wingback, which is why he had preferred Juve over Inter during Conte's time. Though Kulu may be more flexible now, there is a good chance he will reject Spurs for someone else.
