Always?At least City always had a direct rival for the title, even if they mostly win it in the end.

2018 they had 20 points on Mourinho's Manchester United.
2021 their competition was Solksjaer's Manchester United...
Apart from 2 very close seasons with Liverpool (+1 they lost in covid) there was only Arsenal who were good pretenders until the end.
And it's mostly because City was being pathetic rather than any real competition with Arsenal. Liverpool in 2019 was the only one. Maybe you can give 2022, too. But their league was pathetic in 2022, almost all games were on easy mode.
I don't even get why this is a discussion. This is just 2/3 of a season at Inter vs a sample size of 6 seasons you've reduced to 1 for City
