I don't really interact with Spurs fans on twitter so out of curiosity i checked their forum. They're indeed divisive about Perisic. There are those who point out to his assists and his work rate claiming he has been a great signing for them. And there are those who claim that while he hasn't been terrible he's often poor and he isn't at the level a starting lwb for Spurs should be. Most people agree though his free kicks are great which is a bit weird to me as i never saw Perisic as a set piece specialist. Decent set pieces but nothing exceptional.
