Elected officials should have signing clauses that state if they don't fulfil campaign promises within x amount of time the contract is void
If he's saying it'll "definitely go ahead" he needs to be able to back that up. An acceptable campaign promise would probably be: "I will do everything in my power"not really their fault if the other people who are also elected are cck blockers
