If we manage to sign Jojo under those terms (loan for a year and 15m at the season end) then we should stop there, keep Shaqiri, sign Biabiany on 1+1 year contract and try to find some low cost vice Icardi option. Lets say it can be Chicharito loan or something like that.

In that case we can still have flexibility to play 4-3-3 and 4-3-1-2, we will have Shaqiri who is much more useful then Perišić and still we will have solid covers for bench. Biabiany for one side, Palacio for other (or Palacio as SS if needed).
